Let's face it, even when we narrow the subject of Murphy just to quality problems, how many quality problems does a plant have? Hundreds? Thousands? It's probably closer to the millions. A movement toward "total quality" can be effective only if guided by a well thought-out, always current, Pareto list.

How are we going to devise such a desirable mode of operation? As a matter of fact, the terminology we have defined so far is almost sufficient to force us in the right direction. We have to be both very attuned to this new terminology, and at the same time, careful not to be held back by our inertia; inertia that stems from old habits and new (albeit not too well-founded) enthusiastic movements.
